1. Insert a clustered column chart.
2. Add data labels.
3. Remove y axis.
4. Condense repeating labels in the x axis by deleting every other occurrence in the source data.
5. Remove gridlines.
6. Select the columns and, in Series Options, reduce the Gap Width to make the columns wider.
7. Edit the title to get your message across.
8. Change series fill color to light grey.
9. Manually change the color of the data point(s) you want to highlight – click once to select the series, click twice to select a single data point. Use a dark blue fill color. 
   
10. Manually change the font properties of the data label you want to highlight (make it bolder). Click twice to select a single data label.
